Now, with the preliminaries out of the way, for your consideration:

Homebuilt ham radio antenna tuner “balanced L-network”(sometimes referred to as a “double L-network”), an effective antenna tuner design that is not often seen in an amateur radio station equipment setting (due to the increased parts cost associated with employing TWO roller inductors), this antenna tuner looks as though it can handle about 500 watts AM (perhaps 2KW PEP SSB?), from a recent amateur radio estate purchase, this item is UNTESTED, but it looks as if it has been properly assembled/and properly wired —so there would seem to be very little left to doubt, $300.

The benefit of a “balanced L-network” antenna tuner is that a very efficient impedance match may be made to an antenna system —with very little heat(power) loss.

The two roller inductors appear to be of RCA manufacture (based upon the distinctive shape of the ceramic end pieces), although I have not yet found any identifying markings on them; the vacuum-variable capacitor is a Jennings part number UCSL-1000 (variable 5pf to 1000pf, 5000 volts).
